What is VAC's position? Is VAC a government agency?

In 1954, in order to implement the armed forces build-up policy, inject new vigor, and ensure the vitality of the armed forces, the R.O.C government and the late president, Chiang Kai-Shek, instructed Executive Yuan to establish VAC, on November 1st , to mainly provide employment assistance and placement for veterans. The VAC is directly affiliated to the Executive Yuan.
