What's the relationship between VAC and the Ministry of National Defense?

VAC and the Ministry of National Defense are both orgnizations under the Executive Yuan. In the ROC administrative system, these two do not have affiliation with each other, but VAC has consistently supported the Ministry of National Defense's streamlining policy and provided veterans with education, employment, medical care, home-care, and other services.
