In order to serve overseas veterans, starting from 1974, VAC has helped establish the ROC Veterans Association (ROCVA) in various countries. The one in Japan was the very first one. Up to 2015, VAC has gradually helped establish 43 "ROC Veterans Associations" abroad where ROC veterans gather often.
By distributing the VAC Bi-weekly, and inviting delegates of these ROCVAs to come back to Taiwan, placing demands and comments on VAC's services, and eye-witness the progress Taiwan has made each year, VAC and these ROCVAs form very cooperative relations, thus indirectly serve veterans and their dependents overseas.
